Dear friends, allies, and partners,

On the eve of COP28 in Dubai, the urgency to phase out fossil fuels has never been higher on the agenda of the UN Climate Talks. Despite preparing polished speeches about their self-proclaimed climate leadership, many political leaders continue to approve new coal, oil, and gas projects, challenging our commitment to limit warming to 1.5ºC. Enough is enough. We need to move from words and spin to negotiating an actual global binding plan for how the world transitions away from coal, oil and gas in a way that is not only fast but also fair and financed. 

That is why we are aiming to make this year’s global climate talks a pivotal moment in the push for a global just transition as a bloc of nations spearhead the call for a Fossil Fuel Non-Proliferation Treaty—aiming to halt new extraction, ensure an equitable phase-out, and establish the global governance required to support and finance a just energy transition. Our goal is clear: propel the Treaty proposal to the forefront of the international climate policy debate, and seek further support from more nation-states.

To build significant momentum, we’ll have a number of events at COP28 – both in Dubai and live streamed online. 

We would love to see you there, beginning with our celebration of 100 cities endorsing the Fossil Fuel Treaty proposal, followed by our most significant milestone to date—a High-Level Party Event, where nations formally seeking a negotiating mandate for a Fossil Fuel Treaty will outline their plans. HIGH LEVEL PARTY EVENT: NATION-STATES JOIN FORCES TO PURSUE A FOSSIL FUEL NON-PROLIFERATION TREATY NEGOTIATING MANDATE

Join us for our most important milestone to date as Vanuatu, Tuvalu, and a growing bloc of nation-states host a High-Level Party Event in the high-level segment of COP28. This discussion marks a turning point in the Fossil Fuel Non-Proliferation Treaty Initiative, where Heads of State will unite to formally advocate for a negotiating mandate for a new Treaty to manage a global just transition away from coal, oil and gas. The event will be live streamed on December 2 and feature Heads of State and other distinguished guests who will lay out their plans to spearhead the push for negotiation of a Fossil Fuel Non-Proliferation Treaty. TREATY TALANOA: PACIFIC GOVERNMENTS CHAMPIONING THE CALL FOR A FOSSIL FUEL TREATY

Experience a powerful dialogue during COP28 as Pacific governments, long-standing leaders in climate action, come together for "Treaty Talanoa." This open discussion among Pacific Treaty Champions, governments, allies, and partners will shed light on the critical need for a global treaty to phase out coal, oil, and gas, especially for the survival of vulnerable island nations. Join us in person at the Blue Moana Pacific Pavilion at COP28 for a panel followed by a reception to hear compelling narratives, understand the unique challenges faced by Pacific nations, and witness the united call for a just transition away from fossil fuels.

AOSIS PAVILION: SMALL ISLAND STATES CALL FOR GLOBAL JUST TRANSITION TO RENEWABLE ENERGY

Journey to the COP28 AOSIS Pavilion, where eight island nations—Tuvalu, Vanuatu, Antigua and Barbuda, Fiji, Niue, Solomon Islands, Timor-Leste, and Tonga—take center stage to call for a Fossil Fuel Non-Proliferation Treaty. This event serves as a platform to showcase the leadership of Small Island Developing States (SIDS) in the fight for climate justice. With government representatives, experts like IPCC Lead Author Dr. Deborah Ley and Nikki Reisch of the Centre for International Environmental Law participating, the AOSIS Pavilion event promises critical insights into addressing the root cause of the climate crisis.
