At COP28, Parties committed to transition away from fossil fuels, yet there is still no binding global plan for this transition, or a mechanism to ensure it is fair and financed. 

To address this challenge, a growing bloc of countries is participating in the development of a Fossil Fuel Treaty to complement the Paris Agreement.
