150+ CIVIL SOCIETY ORGANIZATIONS CALL ON CALIFORNIA TO ENDORSE THE FOSSIL FUEL NON-PROLIFERATION TREATY PROPOSAL

RE: Senate Joint Resolution (SJR) 2 (Gonzalez) —  SUPPORT

Dear Assemblymembers,

We, the undersigned, are writing to inform you of our strong support for SJR 2 (Gonzalez), which calls for an end to fossil fuel expansion, a fair phase out of coal, oil and gas, a global just energy transition, and the negotiation of an international Fossil Fuel Non-Proliferation Treaty.

Coal, oil, and gas are the leading cause of the climate emergency, responsible for 86% of all carbon emissions released in the last decade. Despite their central role in fuelling the climate crisis, fossil fuels are completely omitted from the language of the Paris Agreement, the world’s principal climate accord. Without a clear mandate to address production, countries are currently on track to produce more than twice the amount of coal, oil, and gas than we can burn by 2030 while still limiting warming to 1.5°C. We need a real solution.

The Fossil Fuel Non-Proliferation Treaty is a proposed international mechanism grounded in three pillars: no new fossil fuel expansion, an equitable phase out of coal, oil, and gas in line with a 1.5°C pathway, and a global just transition to renewable energy for all. SJR 2 (Gonzalez) names the inherent contradiction between calling for climate action while expanding fossil fuel production. SJR 2 (Gonzalez) also recognises that to overcome the climate crisis, we cannot focus solely on emissions and energy demand reduction, we must stop the expansion of fossil fuels. 

The global call for a Fossil Fuel Non-Proliferation Treaty has been supported by 75+ cities and subnational governments, including Los Angeles, London, Lima, Vancouver, Kolkata, Sydney, Paris, the Hawai’i State Legislature and the Australian Capital Territory; the governments of Vanuatu and Tuvalu, the President of Timor-Leste, the European Parliament and the climate minister of New Zealand; 101 Nobel Laureates, including the Dalai Lama; 3000+ scientists, researchers and academics including Vandana Shiva, Michael E. Mann and Katherine Hayhoe; 525+ parliamentarians from 70 countries; 1400+ health professionals and nearly 200 health organizations including the World Health Organisation; a Vatican cardinal alongside hundreds of faith institutions; hundreds of youth climate activists including Vanessa Nakate and Greta Thunberg; 550,000+ individuals and 2,100+ civil society organizations from 105 countries. SJR 2 (Gonzalez) signals California’s intent to join this growing international movement to tackle the climate crisis at its root and foster a just energy transition for all.

With a Fossil Fuel Treaty, the state of California takes leaps and bounds to protect communities of color and the rights of Indigenous Peoples, whose homes have become sacrifice zones on the frontlines of fossil fuel extraction. The Fossil Fuel Treaty puts the rights and needs of these people first. As the world’s fifth biggest economy, California’s support for a Fossil Fuel Treaty will encourage decision makers across the globe to engage with this bold, new proposal our planet so sorely needs. 

For these reasons, and because of the simple truth that to overcome the climate crisis we must overcome fossil fuels and initiate a just energy transition, we strongly support SJR 2 (Gonzalez).
