The Paris Agreement doesn’t mention fossil fuels.
The COP27 outcome didn’t mention oil and gas.
It’s time for a Fossil Fuel Non-Proliferation Treaty.
We need governments to join a bloc of Pacific nations spearheaded by Vanuatu and Tuvalu in developing a Fossil Fuel Non-Proliferation Treaty.

Health, safety and security. It’s what the world needs and it's possible to get there — but it requires ending the era of coal, oil and gas.
Join a bloc of Pacific nations in their call for a Fossil Fuel Non-Proliferation Treaty to complement the Paris Agreement by accelerating an equitable shift away from fossil fuels to affordable, abundant renewable energy for all.
It’s time to leave behind the pollution, economic, climate and security risks caused by coal, oil, and gas. There is enough affordable, renewable energy capacity in every region of the world to power people’s lives and communities.
Fossil fuel corporations have been holding back progress and keep growing the problem by expanding production. Time is up. Governments, organisations and individuals around the globe are demanding action by endorsing the call for a Fossil Fuel Treaty.
A bloc of Pacific nations spearheaded by Vanuatu and Tuvalu have called on nation-states to join them in developing a Fossil Fuel Non-Proliferation Treaty. They have been supported by the World Health Organization, the European Parliament and thousands of others. Who will join them?

For decades our governments have been setting climate targets for emissions and trying to reduce the demand for fossil fuels. It’s not working. Oil, gas and coal companies have plans to expand production at levels that would result in 110 percent more emissions than what is needed to avoid catastrophic climate change.
International cooperation is needed to spur a global, fair shift away from oil, gas and coal. Yet the Paris Agreement doesn’t even mention fossil fuels which is the primary cause of climate change.
International treaties have been used to address global threats many times in the past.
We now urgently need a treaty explicitly focused on ending the era of coal, oil and gas.
Pillars of the proposed Fossil Fuel Non-Proliferation Treaty
NON-PROLIFERATION
Stop building out the problem by ending the expansion of coal, oil and gas production
A FAIR PHASE-OUT
An equitable plan for the wind down of existing fossil fuel production, where nations with the capacity and historical responsibility for emissions transition fastest, providing support to others around the world
JUST TRANSITION
Fast track the adoption of renewable energy and economic diversification away from fossil fuels so that no worker, community or country is left behind
