Why do we need a Fossil Fuel treaty?
After decades of climate negotiations, fossil fuels have finally been dragged centre stage. Despite this, many governments are still giving the green light to approving new coal, oil and gas projects.
We need more than just words and weak texts — we need a concrete, binding plan to end the expansion of coal, oil & gas, and manage a just transition away from fossil fuels.
COP28 is more than a. summit, it’s a call to action.
Join us and a bloc of nations in ending the era of fossil fuels. It’s time to take a stand for the future we deserve — It’s time for a Fossil Fuel Non-Proliferation treaty!
The outcome we are seeking at COP28 is one that:

Recognises the need to address all fossil fuels and the ‘Production Gap’ between current extraction plans, current NDCs, and the 1.5C goal;

Recognises the need to address the full life-cycle of fossil fuels, including production, transportation, and consumption/combustion;
-
Recognises the need to end the expansion of all fossil fuels (i.e. no new projects) as a key first step in the phase-out, and a requirement of limiting warming to 1.5ºC;
-
Commits to an equitable phase-out of fossil fuels without qualifiers or loopholes such as ‘unabated’ in order to justify false solutions and delay;
-
Clearly links the phase-out to considerations of equity and common but differentiated responsibilities;
-
Phases out all fossil fuel finance and subsidies (without qualifiers such as ‘inefficient’); and
-
Recognises the need for a further, detailed, binding mechanism and process to negotiate the equitable phase-out and to realise the financing and resourcing for a global just transition, which also promotes much greater transparency and accountability from governments on fossil fuel production and reserves.
This outcome, accompanied by strong progress on other key issues such as the Loss & Damage Fund, would be welcomed as a historic signal and advance the end of the era of fossil fuels.
The outcome of COP28
Was it historic? Yes.
Was it sufficient to keep 1.5 alive? No.
The COP28 outcome was ridden with loopholes, qualifiers and dangerous distractions, it’s a wonder that it’s taken us almost 30 years to get transitioning away from fossil fuels in the climate talks—only for world leaders to fall short of the political will and action that today’s climate emergency actually requires.
That's why momentum is rapidly building for a Fossil Fuel Treaty — a global mechanism that will allow negotiating countries to manage a fast, fair and financed transition away from oil, gas and coal, and end fossil fuels once and for all.
