Accelerating a Global Just Transition to Phase Out Fossil Fuels

We stand at a crossroads unlike any other in human history. After 30 COPs and a decade since the Paris Agreement, fossil fuel production continues to rise, pushing the world further into climate chaos. 

Yet a vast, just, and democratic transition to a fossil-free world is gaining momentum — and can be accelerated through strengthened international cooperation. Building on COP28’s agreement to “transition away from fossil fuels” and the historic International Court of Justice ruling affirming that states have a legal duty to protect the climate — and that fossil fuel production, licensing, and subsidies may constitute an internationally wrongful act — a courageous bloc of Global South governments, backed by civil society, businesses, and frontline communities, is leading the charge. 

The proposed Fossil Fuel Treaty — once the missing piece in global climate governance — is now beginning to become a reality, with governments seeking to negotiate the global roadmap needed to complement and implement the Paris Agreement by accelerating the shift to diversified, accessible renewable energy, ending new fossil fuel projects, and managing the phase-out of existing oil, gas and coal production. 

This is the moment to deliver real global leadership to end fossil fuel dependence, build a world rooted in justice and equity, and protect what we love: our communities, our shared future, and the planet we call home.

Our demands

COP30 in its outcomes should recognise Colombia's announcement to host the 1st International Conference on the Phase Out of Fossil Fuels as an important next step in advancing a fair and financed transition for coal, oil, and gas extraction.

A political declaration on addressing fossil fuel production, in light of the International Court of Justice Advisory Opinion decision, is a significant political advance with states clearly and directly expressing their intention to address fossil fuel production, consumption, licensing and subsidies for the first time.

Any effort to address fossil fuel production at COP30 must listen to the people of the Amazon, who have been clear they want the Amazon to be a fossil fuel non-proliferation zone - governments must agree to prioritise ending expansion and phasing out extraction in areas of Indigenous Sovereignty and other traditional communities, and of high biodiversity first. 

The Launch of the Just Economies Forever Fund represents the next evolution in impact and ethical investment with private-sector actors aligning to not only “divest” from fossil fuels, or “invest” in solutions, but also use their investment choices to send a strong signal on the political policy frameworks that are needed, including supporting jurisdictions that support the Fossil Fuel Treaty.

The COP should establish a mechanism to support just transition planning for the first time, which will be an important advance in the international architecture to end the era of fossil fuels.

Important progress can be made in Belém, but we can and should still go faster and further. That is why a group of high ambition countries is coming together to build a more focused mechanism to accelerate the fair and financed transition through negotiation of a Fossil Fuel Treaty.

Diplomatic Momentum from Brasília to Belém

In the lead-up to COP30, a series of high-level gatherings have strengthened international cooperation to phase out fossil fuels and paved the way toward securing a Fossil Fuel Treaty mandate.

From October 15–17, following the Pre-COP in Brasília, the 4th Senior Officials Meeting advanced efforts to expand the bloc of countries and define entry requirements for the 2026 diplomatic conferences — key steps toward securing a negotiating mandate for a Fossil Fuel Treaty.

Later in Rio, the C40 World Mayors Summit, held on November 4–6, amplified cities’ leadership and their call for a Fossil Fuel Treaty as a vital tool to deliver a global just transition.

And in Belém, one week before COP30, the Just Economies Forever Fund was launched from the Global Citizen stage, announcing……

In 2022, the Belém became the first Brazilian city to endorse the Fossil Fuel Treaty Initiative.
